Building Shoes for Windows: to download and cache image files via internet

After reading image.c, ruby.c, windownload.c, winhttp.c, I found Shoes aborted at `fclose` in `image.c` and got an solution!

Yay! My little Policeman got a pic from this site and showed it correctly.
